Having some real problems with this game. Running around inside buildings is fine, but as soon as I go outside (especially driving around), my performance tanks, with fps dips down in the 45 region. My CPU (i9 9900k) jumps to 100% usage frequently, while my GPU (GTX 1080) sits at around 60%. Surely, I shouldn't be experiencing a bottleneck on an i9 9900k?!
Specs:
i9 9900k
16GB DDR4 RAM
Asus Strix gtx 1080 (overclocked)
These are the current settings I'm running (although I have knocked some down to low with no difference)...
Geometry - Very High
Environment - High
Texture Resolution - High
Texture Filtering - Ultra
Shadows - High
Headlight Shadows - Off
Reflections - Very High
DoF - Off
Motion Blur - Off
Bloom - On
Ambient Occlusion - On
AA - TAA
Subsurface Scattering - High
Ray Tracing - Off
DLSS - Off
Extra Details - 0%
Temporal Upscaling - 100%
Sharpening - 0

Are you using 1080P? (It's tougher to achieve full GPU utilization at lower resolutions)
If your frame rates are solid (relative to other players on comparable hardware running Watchdog), I wouldn't be concerned about varying usage percentages...

My frame rates are inconsistent. I usually hit around 60fps inside a building or 55-60fps outside when moving. But once I start driving, the rate drops sharply to about 40fps. It's confusing because it's putting a huge load on an i9 9900k no matter what settings I use.
