For streaming only, select 2060 and utilize the onboard NVENC encoder. It offers reduced quality compared to CPU encoding, yet remains imperceptible thanks to the compression applied for streams.

You're aiming for a powerful setup focused on game development, especially Unreal Engine, with an emphasis on animations and 3D rendering. In the mid-range budget, Intel offers options like their Xeon E-series processors that can deliver strong performance for such tasks. Check out models or reviews comparing Intel Core i5/i7 or Xeon E5 chips to see which fits your needs best.

It sounds like you're really struggling with this setup. You're thinking about getting an RTX 3090 or something similar for around $300, but you're not sure what else you need to build a functional PC. Let's break it down together and figure out the best path forward.

3600 stands out as the top CPU choice, maintaining strong performance even with multiple cores—just a slight 10% slowdown compared to the 2700X. It offers better gaming capabilities and only marginally lags in fully threaded workloads.

3600 works fine, but for your needs the 2060 is solid if you're mainly streaming content. For game development and 3D work, a GPU with strong performance and stability is key.

Your budget should prioritize the GPU first. If a 2700x setup enables funds for a 2060(s) or a regular 2070, go that way—especially for high-resolution gaming. A 10% FPS drop over 100fps means you're losing about 10 frames per second, which isn't great. (Just saying... it's not a big upgrade.)
