The only improvements I can make are to storage and RAM. I believe 16GB is the upper limit. Your budget might change, but I'm aiming for the best value.

You can retain parts of your previous computer and assemble a fresh one. You'll require a superior power supply unit and an additional case. (Prebuilt units often use faulty PSUs and cases lacking proper ventilation)

It could be one of the top choices in its category, though it won't boast being the absolute best with a dated design. Whether it's worth considering hinges on finding solid CPUs (i5 or better) at reasonable prices, which is probably not feasible since such parts usually command higher costs than Ryzen options without much room for improvement. The Z170-A paired with an i5 6600k, for instance, is around $200, but the CPU itself often adds about $150.

the b450 tomahawk with 3600 plus 2x8gb ram costs 375 usd. i wouldn’t upgrade the z170 right now given current ebay prices.
