It's quite low power. If it fails to keep base clocks running on a regular CPU that's listed in their supported range, it could mislead users...

I understand, this combination isn't ideal. I was just experimenting. But if the CPU is listed among supported models, it should function at minimum base speeds. If not, then Gigabyte and similar brands seem to be misleading with their offerings. We're not discussing a light slowdown—this involves consistent drops down to 0.5GHz. Also noted, the fan was still throttling even when placed directly on top... not that bad, but definitely present.

Your reasoning doesn't hold up. The documentation confirms the 3950X is supported, but it doesn't state you can't run at stock speeds on that board.
