Highly dependable component – should last you a long time across various builds. Good luck with your OC project. Keep an eye on CPU temperatures closely. Handle voltage adjustments carefully; be as cautious as you can. The CPU VRM is the main concern, particularly since there’s no direct airflow from your liquid cooler.

the only method to discover this is to begin overclocking.
begin with 4.0GHz and observe the results.
the MB lacks highly advanced VRM for the CPU, which could be a constraint.

If I reach around 4.3-4.4 Ghz it would be great. Also, I was thinking about using a cooler and whether that would work for the cooler since it's not a trusted or top brand.

I wouldn't push the PSU beyond its limits, the rail distribution is really problematic. It's basically a 360W unit, not a 700W one—unless you manage to hit the full 30A from the +12V (which is a huge warning if both rails are used). Considering the build and the cost, I'd be surprised this has better voltage control than a messy potato. Not something you should be tweaking for overclocking.
