The main concern is the title issue I’ve experienced—I’ve observed a consistent drop in frames per second within games I’m playing. It wasn’t until I started tracking my FPS and frame rate over extended periods that I noticed this pattern. I recorded these data for half an hour to an hour, simply while using the game menu. Indeed, every fifteen minutes I see a brief decrease in FPS, sometimes dropping from 120 to 115 for half a second before returning to normal. This leads to noticeable stuttering in any game I’m playing. The problem isn’t related to the complexity of 3D environments; it occurs regardless of whether there’s 3D acceleration or not, even on menus. I have recordings available if you’d like to review them. My system specifications are as follows:

OS: Windows 10 Pro (fully updated, all drivers current)
RAM: Corsair Dominator 16GB DDR4, 3000 MHz
MOBO: Asus Z170-A (BIOS 3802, latest)
PSU: Corsair RM1000x (2 months old)
SSDs: Samsung 870 EVO (OS)
Chassis: Thermaltake F51 Suppressor
Monitor: Asus ROG STRIX XG27AQM
CPU: Intel i7-6700K
Ventus 3x RTX 4080 (upgrading to a new part is on the way; it also happens with my 1070)
I tried a clean boot, turned off USB devices and certain Windows services, but nothing resolved the issue. I believe the problem might be linked to Windows itself, though Event Viewer shows no activity every fifteen minutes. Any suggestions would be greatly appreciated. This is really frustrating—thanks!

When sharing a troubleshooting thread, it's important to provide detailed system specifications. List them clearly as follows:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:

Monitor:
Please also mention the age of the PSU along with its make and model.
Do you need help checking if DDU can remove GPU drives and reinstall them with updated drivers?
Are there any processor overclocks present?

I believe I made all updates in that format on my original post. I attempted using DDU recently but saw no changes. The processor is set to 4.5 ghz, yes. Perhaps I should go back to the stock version. I’ll try that. Thanks for your assistance so far.

Is it located in a residential unit or an apartment? Have you tested connecting the PC to different power sources? Are there any significant appliances that might be switching on and off on the same circuit? Also, are there any third-party applications running in the background? Have you attempted to disable them individually? I thought it was a fairly outdated CPU paired with a 4080, but if this is true for a 1070 as well, I accept your assessment, although I’m uncertain it would be as severe. That same issue also applies to an older graphics card, so I suggest using MSI Afterburner during gameplay, monitoring metrics such as GPU/CPU usage and power consumption on the screen.
