I've been looking for a VR setup for a while, but I don't want something with all the roomscale features. I prefer a good headset that connects to my PC, so I can enjoy SkyrimVR, Fallout 4 VR, and Elite Dangerous VR using just my keyboard and mouse.
I used the original GearVR with an S8 earlier, and it worked really well on my PC with BigScreen – honestly, it was amazing. But the lag was too much.
Most VRs I've seen are roomscale models, phone-based ones, or self-contained systems (with onboard memory, not connected to a PC or phone).

All the new VR kits now support roomscale. You don’t need to rely on it for roomscale since you can configure them for standing or seated positions, though they are fully capable of it.
For those focused on PC VR games, the Oculus Rift S or Samsung Odyssey are your best options. The latter is available at a discounted price of $299 US or $399 CAD.
The main goal is roomscale functionality, as the system is fully wireless and self-contained. It will also connect directly to a PC via USB 3 C link cable by November.
If you’re seeking a headset without roomscale, consider used Oculus Development kits 2 or older Pimax 4K models from previous years, or some obscure Chinese devices.
You might also encounter compatibility problems with newer titles that require motion controllers.
Playing SkyrimVR or Fallout 4 VR using only a mouse and keyboard seems possible, though I haven’t tested them since release.
Elite would work well with a throttle and stick, but should be playable with a keyboard and mouse.

I have a throttle and stick in Elite Dangerous, but sometimes I prefer using the keyboard because with these new changes there are many more options and it can be really annoying to rely on a stick and throttle. That's useful feedback. I plan to try the Oculus Rift S. I'll also need to look into skyrimvr and Fallout 4 VR to ensure compatibility with m+kb. My goal is just to relax in my chair and explore Skyrim. I'm currently at work and it's tough to find a site that isn't blocked.
I'm unsure about the exact budget or adjustments you're considering, but another choice could be one of the new Pimax headsets such as the 5K+, XR (OLED panels for deeper blacks in ED) or 8K+. They offer a 170-degree FOV instead of the 110 degrees typical of most other models and provide higher resolution. You'd likely require at least one Valve/HTC lighthouse base station for 6 degrees of freedom tracking, though the controllers aren't necessary. These headsets are significantly pricier and require their own Pitool software to function. Since you mainly play seated racing and flight sims, this setup suits your needs. If you prefer a simpler experience without the extra effort and expense, the Rift S offers a solid alternative at a much lower cost and with easier setup.
I enjoy all three games while seated using an Oculus Rift S. I don't rely on the keyboard. For Skyrim and Fallout 4 I use the controllers, while Elite requires a Thrustmaster HOTAS Warthog. Fallout 4 needs an app to set the height for sitting. It's called OpenVR-AdvancedSettings.

I wanted to stay on the cheaper side of VR, since I don't want to do some crazy setup yet and just wanted a more simple VR experience. The Rift S sounds perfect.

Awesome thanks for the heads up on the app for fallout 4. It will suck using a controller, but also interested in how it will work.
I tried so hard to get my GearVR to work with PC. There is a way to get it to work, by sideloading some certain apps and such, but I could never get it to work properly and it was so frustrating.
