If you link to a device and then attach it to another VPN, yes—provided it supports the necessary network connections.

But it might run into MTU problems and slow down if you ignore performance concerns. If you don’t mind speed, consider using an encrypted SSH tunnel to a Linux device at the other end of the VPN. This avoids extra performance headaches.

Sure, just one VPN should suffice. I’m sure masking your internet activity is only part of the issue. Using a VPN combined with Tor makes it nearly impossible to trace you.

From my perspective, even with AES256 and 4096-bit keys, using TLS 1.2, someone could potentially access your VPS provider and obtain your IP address. My idea is to use a free VPN so the same IP appears hundreds or thousands of times, making it harder to trace. Then they might switch to another VPN for added security. Combining Tor with a VPN adds extra layers, though it would require a decent speed—around 1Kb/s—and likely provide strong protection. Using it in a coffee shop could add an extra layer of privacy.
