I am adjusting the settings to 100% and still reaching the voltage cap, even though the voltage is around 1.044. It seems the issue persists despite previous increases. My GPU has a base clock of +225 and memory clock of +500.

How do you determine when you reach your voltage threshold? Which software are you employing? I'm utilizing EVGA precision X OC, which alerts you when you exceed the voltage limit and subsequently reduces your GPU clock.
