Doesn't really make any sense. Unless you're talking on-demand texture streaming, like in Fortnite for example. There's a thread on reddit about it:

My argument is clear, similar to what was mentioned in D4—the graphics were reduced to improve performance. They're handled locally, so high realism won't affect the experience in an MMO.
