I face the same issue with Twitch, sometimes the site works and other times it doesn't. I'm located in Canada/Quebec and using this internet service: http://www.altimatel.com/en/. They're purchasing their internet from a company named 'Bell'. We could get our own internet directly from Bell, but it would cost more.

Man Bell, their connection is really bad. Let alone their DNS settings. How could someone mess that up? If you make too many requests—like when you search online and open each result in a new tab—maybe the first few load quickly, but the rest will show an error saying the server isn’t found. I used to have Bell, and I had to rely on Google DNS instead. That worked faster. Still, that’s not your problem (the DNS part). But Bell limits internet speed, which affects your provider. They’re now building a better network, and it performs much better. I’m not sure about throttling with their current setup—it’s still too new to confirm. I know someone who has fiber with Bell, which is great, but it costs a lot. You’d expect it to justify the price. I use Videotron (30Mbps). It’s pricey, but the connection stays stable all day. No matter the time, it works without issues. Slowdowns from heavy traffic don’t really bother me. The downside with Videotron is that they sometimes raise prices slightly, and you’ll get notifications about increases for “network improvements.” You have to call them and try to stop the change. I negotiate a lot of discounts with them. But once they offer a special for new customers, wait for their free installation window. No one here has run into problems with Videotron.
