It's common for the VGA LED to stay on during normal operation. Make sure your motherboard is functioning correctly and there are no power issues.
it should be fine. the board has a very basic error system for checking if everything is functioning and activating those leds. either that error detection system is simply mistaken and is being told there is no video device , or the system is just broken. it's not really an indicator for temp/voltage concerns so it's very much an ignorable problem. you can check if any bios updates address gpu compatibility issues
