This method is referred to as CMOS Clear.
If executed properly, you would have received a different display at startup, prompting you to access the BIOS and adjust settings. Did this occur, or were you required to revisit the BIOS to configure RAM XMP?
Provide your complete PC specifications, including power supply unit details.
What is the capacity of your storage device? Is it an HDD or SSD?
How much memory is installed in the system?
Are all system drivers, particularly chipset drivers, current?

Open Task Manager, Resource Monitor, and Process Explorer (Microsoft, free) to analyze system behavior.
Visit the download page for Process Explorer.
Run these tools one after another to track what the system is doing when performance drops.
Look for any malfunctioning or corrupted applications that might be using excessive resources.

I needed to access BIOS and reconfigure XPM.
Mobo: Msi Tomahawk B450
CPU: R5 5600
GPU: Gainward RTX 3060 Ti
RAM: 2x8GB HyperX 3600 MHz
SSD: Apacer AS2280P4U Pro 1TB or Samsung 870 EVO 256GB (tested both)
PSU: Enermax Liberty 500W or Evolveo FX 500 (tested both)
I did a clean install on both drives, leaving only Windows. After setup, I installed the newest available drivers.

I don't recall the previous iteration, since it predates 7C02v1I and couldn't handle R5 5600.

Don't assume it's a Windows issue since it remains slow even when using BIOS and loading from USB.

What BIOS version were you updated to?
Check if any BETA versions were installed.
Consider reverting to the most recent non-BETA release.

I tested the latest stable release and even the BETA version, but the outcome remained consistent.
