I recently assembled a high-end PC this weekend, but performance has been poor across most games—often only 11-30 fps in siege and even worse elsewhere. I've updated the BIOS, installed older drivers via DDU, and tried various fixes from forums and YouTube, but nothing has improved. Your time spy score link looks interesting; the CPU section seems unusually high compared to graphics results.

Check HWINFO for Intel Undervolt Protection status. This setting may affect performance and can cause issues. Run Cinebench R23 for benchmark results. A poor score often relates to UVP. Disable UVP in BIOS if available. A 13600KF on B760 or B660 should exceed 24000 in R23. Also turn off VBS and core isolation memory integrity.

Have you checked Cinebench performance yet? This is the most reliable method to verify reduced speed. UVP stands for Undervolt Protection. Search your BIOS for that option. Did you use HWiNFO to ensure this feature is active?

The issue appears to be related to the GPU settings, as hardware info isn't available and BIOS indicates it's disabled. Benchmark results seem normal, suggesting a GPU problem. Task manager shows activity for 3D tasks but doesn't reflect changes in MSI Afterburner or NVIDIA Overlay settings. GPU Z speeds aren't updating and consistently display stock values. It's unclear whether BIOS or GPU configuration is more accurate.
