No, Windows 8.1 in single language isn't identical to Windows 8.1 with Bing. The Bing integration adds extra features and changes the experience.

For changing display languages, you can obtain language packs from Microsoft’s site: http://windows.microsoft.com/en-GB/windo...ptabs=win8 Most people have not encountered a specific language version of Windows.

Exactly, no difference for the end user. But they still use different media.... Like Pro and Pro Student.

Previous Windows releases were all in one language, with exceptions for Enterprise and Ultimate. Windows 8 introduced the ability to install language packs alongside the base version, though it included SL for OEMs who couldn't use language packs.
