The Optiplex 790 features a second-generation Intel Core processor. If it's a mini tower rather than a compact size, you might fit an i7-2600 non-K chip inside, which is probably available at a reasonable price now.

There is a physical incompatibility between the sockets, you'd end up breaking the pins in the LGA, and even if you did manage to get it in there applying power might wreck everything. I edited that post above to add some info, if you have the mini tower and not a small form factor 790, you could put an i7 2600 in it but I wouldn't go with a K variant. It's probably not validated and BIOS supported, but even if it worked there's a chance the power delivery on the board is not sufficient.

An 1150 won't fit in a 1155 board. These boards are reasonably priced though.

I purchased a new motherboard, an ASUS Z97-A, but whenever I boot up my PC it reports an overclocking failure even though I didn’t enable any overclocking settings.

I resolved the issue but encountered another one—when trying to unlock all CPU cores, it still reports I have just one core instead of four.
