When temperatures stay above 90°C after dropping to 125 watts, replace your cooler right away. If the CPU remains hot at 125 watts, you likely have hardware problems unrelated to BIOS settings—though tweaking BIOS parameters can help. It’s a good idea to adjust them later. If it stays cool at 125 watts and your Cinebench results match expectations, elevated temperatures are normal and your system functions properly. However, if performance drops despite lower power, consider lowering the power target. I configured my 13700k to sustain 253 watts, but real-world tasks rarely exceed 200 watts.

the temperatures were 90°c or higher during consumption of 265w, while at 125w they stayed around 60°c, occasionally reaching 50°c. this seems typical. thank you for bringing it up—I didn’t mention it before.

It's tough to keep things cool without the fan running. Reducing the voltage would help maintain lower temperatures.

I might attempt to reduce the voltage and observe the results, but it seems I can only do this through the BIOS since XTU includes undervolt protection.
