Do you know if the hotspot issue on your Vega 64 is related? You're using default AMD settings with increased fan speed and higher power limits. Under load, with the powercolor AIO, the card reaches 65°C on the core and a hotspot of 92°C even after replacing the thermal paste yesterday. Could this be due to installing the AIO? You followed the installation steps carefully—first the corner, then the diagonal, and finally the other screws—so it seems the AIO wasn't applied correctly or the thermal paste was applied properly. I've attached your hardware info and temperatures for reference.

Attempted another adjustment using a manual undervolt, resulting in a drop of roughly 5 to 10 FPS and 100 to 200 MHz, while temperatures reached 50°C in the core and 69°C at the hotspot.

I’d lower the voltage limiter to around 25%.

I haven't experimented with Vega recently, yet I recall adjusting my final p state voltage to around 1175 or 1200, and keeping the hbm at its minimum during the initial p state.
