Apply the latest driver updates for the newest OS version using the Media Framework. AMD has discontinued VCE 1, so it should now be 15.7+.

Media framework could be the solution, at least the first two parts should work. I’ll confirm once I’m back. It seems like a VCF version might be the current setup. I attempted both by lowering drivers but it didn’t help.

That suggestion doesn't work anymore, it crashes every time I open encoding in OBS. Sorry about that.

Based on the framework I'm using, .NET is what I expect, and 720p 60 seems to be the optimal setting so far.
