It's normal for different components to report varying speeds. CPUZ and BIOS might be showing their own readings, while Task Manager and Park Control are using different methods. Check your network adapter settings or contact your internet service provider to confirm the actual speed.

The park setting is fluctuating on the stock level. My task manager consistently reports lower speeds—around 3.5GHz instead of the expected 3.7GHz on my R7 1700. I’d rely on BIOS updates, CPU-Z, and skip other checks.
