Have you checked the game cache or reinstalled it? Valve games can sometimes behave erratically.

My prediction is your computer just can't manage the source engine... my first-gen i3 doesn't really enjoy it either, and adding more cores won't help.

It might not be just a local issue. I thought about whether another device could connect to these game servers faster, avoiding the usual delay.

It seems the delay times differed across the three computers you tested. I might be wrong, but it could be related to how Valve programmed their software.
