This number isn't very trustworthy; it displays an average FPS throughout the whole session. For a genuine view, you'd need to check it during gameplay using another method.

you can rely on the in-game FPS too, and honestly it’s confirmed in the specs—when you’re on the highest settings, the lowest should sit between 230 and 460. It’s really unoptimized, but that’s the point.
