The constraints limit performance significantly. With only 24 lanes available on the CPU, power handling is restricted. Using all three cores would force a downgrade to an x8 GPU, or cause slower speeds in the M.2 drives.

Two of the m.2 ports originate from the motherboard, not the processor. This allows them to communicate through the chipset connection.

No problem, you're allowed to use all three simultaneously. They'll utilize the PCIe lanes from the chipset. It's not possible to run both at the same time, though that seems improbable.
