My laptop performance shows 17.96 down and 5.01 up speeds, according to speedtest.net. On Steam, when downloading, I see around 1.1 to 1.7 and occasionally drop to about 2.4 or lower, especially when no one is using the network.

Locate the Windows icon at the bottom left of your screen and input Device Manager. Launch Device Manager and expand Network adapters. Click the Windows icon once more and enter snipping tool. Utilize snipping tool to capture a screenshot of your networking adapter section as shown in the image.
