I wouldn't go for a fresh installation of Windows and just copy the files you need to retain.

It seems unlikely because there are only a few folders where you can set a different place for downloads, documents, pictures, and videos. Out of curiosity, what could be the reason?

Both my desktop and laptop run Linux, with /home on a different storage device than the root partition. This setup ensures my data stays intact even if something happens to the root filesystem. This approach doesn't apply to Windows, since it relies on the registry and %appdata%, both typically located on the C drive, so reinstalling the OS usually restarts all applications cleanly.
