It seems this game is likely exclusive to UPlay if you purchased it there, since its setup relies heavily on that platform. I'm not sure, but I think it's probably true.

It's likely Steam will complain you need the base game first before purchasing DLC.

With a base game from Ubisoft or Steam, you should be able to enjoy the DLC on either client. Far Cry might also have DLC and works on both platforms if you own the original version.
