What device? It’s probably not going to function, but we can try. I’d use a USBC to Ethernet adapter, a USB3 to Ethernet adapter, and an Ethernet cable, then read the steps and see if your phone can connect via wired networking.

You should already have an Ethernet cable connected to your PC. Just use a USB Wi-Fi dongle and turn on hotspot in Windows.
