You're asking about optimizing a project rendered with After Effects using the H.265 codec. It seems you're experiencing issues with low E-core utilization despite a relatively simple project. The high resolution of 17768x1200 might be contributing to the performance concerns. Your PC specs are solid, but the H.265 codec can be demanding on both CPU and GPU resources. Consider checking if your project uses all available cores or if there are bottlenecks in encoding settings. Comparing results with H.264 might help identify the cause.

Windows 10 doesn't recognize P and E cores correctly. You need to use version 11 for that.
