I tried using an outdated Windows 7 product key to upgrade an OEM license to Windows 10 on a different machine. It looks like you can transfer even OEM licenses with a Microsoft account.

These appear to be Dell stickers. There are also Windows 7 Premium OA labels without manufacturer logos available online. You can find them via the links provided in the search results.
