Hi, your goal is to set up a stable Windows 10 Pro environment for network and security tasks on one main PC, while having a backup system running Windows in VM. You also want both versions accessible together with their own peripherals. Considering this, a single large PC with multiple VMs would be ideal—it keeps everything integrated and manageable. If you prefer simplicity, two separate PCs could work but would require more setup for shared access. Let me know if you'd like guidance on choosing the right VM software or configuration.

This device doesn't function properly in Windows environments within a virtual machine. Passing hardware directly could resolve the issue. For servers requiring less intensive processing, consider running it alongside a hypervisor such as Proxmox.

The device is a security card writer capable of running on a virtual machine, though the organization won’t deploy or provide assistance. A semi-server role will handle operations, while both units will manage accounting and administrative tasks.

Considering all the peripherals you mentioned, adding another computer appears to be the more suitable option among the alternatives.
