Yes, it is feasible to operate a virtual machine from a USB drive without admin rights. With a 120GB USB using USB 3.0, you can install Windows 7 and run it locally.

You're considering running Windows inside a virtual machine on a portable HDD. A live Linux environment would be more suitable. Unless you're playing games on a school computer, that might not be the case.
