Remove every partition to start fresh. Avoid targeting just the SSD or HDD. Use the built-in Microsoft utility and install via USB drive.

I meant to remove and start fresh with Windows. This doesn’t affect an SSD or HDD because they’re storage devices, not part of the operating system.

Refresh the instructions as requested. It's the same as reinstalling, and unless there are major issues, it won't change much in practice.

Just to clarify, if you choose to reinstall, you won’t have to remove everything like partitions unless absolutely necessary... unless you specifically require it for a particular reason... just install again on the same slot where Windows was previously.

I might be incorrect, but you're choosing between two steps in the same procedure. Use the download tool to generate an installer USB, boot from it, then decide whether to preserve your files or reformat and erase partitions. That's the process.
