I understand it's achievable since I've used ShareIt before. However, ShareIt is a one-time transfer. I need the files on my PC hard drives to be reachable from any Android phone or laptop connected via my router, which has a password. I've heard about FTP, which when entered in a particular URL within File Explorer (PC), can access and download data from a phone. Essentially, I want the opposite of what it does. I own a TP-Link router: TL-WR740N 150M Wireless Lite N. I won't be transferring large files—just music and small videos—so bandwidth concerns aren't an issue. Thanks.

I believe it's feasible, though I don't think it's worth the effort to make it work (especially after trying before—never succeeded).

Yes, you can share folders in Windows 10 by connecting all your devices to the same network. Then access them using a familiar app like File Explorer on your phone.
