There’s no method I’m aware of to completely disable the PC, but you can log out from your account and return to the lock screen once your phone loses Bluetooth connection. This feature is known as dynamic lock, which you can find in the settings.

The nearest built-in Windows feature is Dynamic Lock. It appears in Settings > Accounts > Sign-in Options. If no activity has been detected for 30 seconds and you're away (your phone is out of reach), the system will automatically lock you in and may shut down according to your settings. Otherwise, you can press Win+L or use a keyboard with dedicated Sleep or Lock buttons.
