I've checked what methods were attempted to achieve a full-screen view in Counter Strike: Global Offensive.

If fullscreen isn't functioning in the game, try enabling it via a launch command. https://support.steampowered.com/kb_arti...-JWMT-2947 Also, close Steam, open Terminal, and run: steam to start Steam from Terminal. If you encounter an error during startup, it should provide details.

The pop!os 21.04 version doesn’t include a hide-top-bar extension, which can disrupt screencasts. Is there an alternative method to conceal it?

Have you discovered a solution to this? I'm experiencing the same problem in American Truck Simulator on Pop OS 21.04. It's been frustrating trying to find a fix. So far, other titles like DOOM, Project Cars 2, and Days Gone have worked perfectly.
