The most effective method is to remove the drive, connect it to another PC or laptop, and perform a secure erase. @homeap5 Gparted is still useful today for securely wiping drives. Secure erase goes beyond just formatting.

On a bootable USB, or with another machine using tools like Eraser and Multipass or Darin's Boot n' Nuke (DBAN), you can erase data effectively.
