used an Xeon E5540 with 16GB RAM, it ran fine without issues. The system had a 750 Ti i5 7500 with 12GB RAM. The game was installed on a portable HDD, which might help.
Did you reinstall Windows after changing CPUs? Is your RAM set to single or dual channel? I’m not familiar with a 1151V1 chip that supports triple channel—unless you have three 4GB modules. Regarding the VRAM, you can monitor how much of the 750Tis is being used via MSI Afterburner.

Are you referring to an S-ATA SSD similar to this one? It remains an SSD, and the performance gap versus a PCIe drive isn't huge for everyday users. Yeah, it's not ideal, but it shouldn't matter until you exceed 8GB of RAM. That’s what worries my friend—I’m not surprised texture pop-in is happening.
