I created an arcade setup with installed software for selecting and launching games. I’m familiar with enabling it at startup, but I wanted to know if there’s a method to have it appear instantly when the computer starts, without displaying the home screen or similar elements.

You can configure it to begin via a scheduling task. Then adjust it to activate at startup and remain active before user login. An alternative approach is to avoid shutting down the machine entirely; instead, use sleep or hibernation. When it resumes, it will display the same content as when it was in sleep/hibernation mode.
