I typically create bootable USB drives by downloading the ISO of the OS I want to install and using WIn32 Disk Imager to transfer it onto my USB drive. Are you aiming to produce an installation disk for Windows 7 or a recovery disk?

It could be because your product key has already been applied to activate a duplicate of Windows 7. The link you’re trying to use is meant for downloading a new version, so it won’t recognize a used key.
