I'm not sure about driving, but for general movement... That's the sprint key. To achieve what you're asking specifically, you'd need a keymapping tool that works backward. I don't know of one, and I think it would clash with Windows (like the shortcut keyboard Taran discussed). For that level of personalization, the Steam Controller is highly recommended—it lets you customize nearly anything.

That's what I assumed until the Tarens video on the macro keyboard. Now I realize it might be a feature.

Get just a controller. In GTA you can operate both keyboard and controller together for driving or flying, while using the keyboard for walking and other actions.

In GTA you can drive smoothly using a keyboard, but instead of pressing the gas pedal you constantly hold it and release it. It's not as smooth as Watch_Dogs where cars either fully stop or go full speed, which makes many actions difficult. I experimented with keyboard/mouse while walking and used the controller only for driving.
