8-year-old PC with an Intel I5 processor, running Windows 10. RAM is MS-WIN10 MB. Wireless keyboard and mouse aren’t working. The USB dongle plugged in causes problems—fixing it with a USB 3.0 power cycle helped once, but it failed again. After unplugging and reinstalling, moving the dongle to USB 2.0 worked, then back to 3.0 caused issues. Power cycling the system resolved it several times. Could something on the motherboard be the cause?

It might relate to a motherboard problem. Adding devices like a USB thumb drive to the same port occasionally causes issues.

You're welcome to use this version. 3.0 isn't required for keyboard or mouse. It's possible the device doesn't support USB 3.0.

I've used the dongle in the 3.0 port for nearly a year without any problems. It's nice to know 2.0 works fine for a mouse and keyboard.
