I made a Windows 10 installation USB with a media creator and used Rufus, but both attempts failed to load the installer—only the Windows logo appeared briefly before restarting into the bootloader. It seems this is the only way I can proceed with installing Windows 10 right now, as both Windows Update and the media tool upgrade appear broken for my PC. Help would be greatly appreciated.

you'll typically find a part called "boot" where you can configure your USB stick as the top priority

Currently it's stored on your hard drive, but you're able to access the boot menu during startup.

Consider switching to a flash drive. If that fails, utilize the upgrade feature within the media creation tool.
