The installer likely refers to macOS Developer Beta instead of Install macOS Mojave. You can generate the installation media using:

Create install media
--volume /Volumes/MyVolume
--applicationpath /Applications/Install/macOS/Mojave.app

Note that the command depends on how you interpret the instruction. You're running createinstallmedia within the installer app, targeting a specific drive and the app itself. The '\' sign means a space will come next, which is necessary for file names containing spaces so the system can locate the correct files. /Applications/Install/macOS/10.14/Beta.app would be the appropriate path and name.
