If it's built for cellular networks, it might not work with Wi-Fi bands. Given the presence of many cellular devices, it could be carrier-specific and only use the bands offered by that provider. Could you share the model number?

It should include a built-in WiFi radio or antenna for this to function properly. My experiences with WWAN adapters show they're specifically designed for that role. Laptops usually have their own separate adapters. As before, we must identify the adapter's make and model to determine its compatibility.
