You're seeing a blinking white line in the top left because Windows is still loading. Try connecting the USB to another computer to see if it works there, or ensure your USB drive is properly seated.

The term "download" could refer to receiving an ISO file or creating a bootable USB drive. If the USB isn't working properly, it may relate to BIOS configuration or a damaged file.
