It’s unclear why you’d turn off virtual memory. It exists to prevent this issue. In Task Manager, how much of your 16GB is free? Most boards with built-in graphics will reserve some RAM for the IGPU, even if you’re using a dedicated GPU. You might find in your BIOS that the IGPU allocation is over 4GB.
I don’t have an IGPU and there are no graphics or VGA settings in the BIOS. I turn off virtual memory since it’s very slow and causes annoying lag during games, and in Task Manager everything appears to be working fine.
