It began unexpectedly a couple of weeks ago. Whenever I play any game, my CPU fluctuates sharply—rising and falling—until I restart. These spikes happen repeatedly over the hours, but my system isn’t throttling or slowing down. I’ve seen many discussions about this issue, but nothing helpful. It also happens every 5 to 10 seconds.

Only my FPS and CPU speed are changing, the rest remain unchanged.

The images show you in a menu within a game. It appears to be from a gaming context, possibly a tutorial or settings screen. This behavior seems to occur when you're not actively playing the game, and it might happen in similar games as well.
