CPU usage is normal. There are no unusual processes consuming excessive resources on the manager.

Nature of the Beast... You’ll need more cores or faster clocks to ease that kind of slowdown... Or keep the same FPS while adding more detail in the game. The 9100f across several YT clips demonstrates comparable high CPU demands and reduced GPU activity, as seen in one example.

The game is probably using most of your CPU to handle what it can manage. I bet your CPU is 90-100% busy while playing GTA5, putting a lot of pressure on the GPU with such heavy demands. Good Temps don’t play a role here.
