I own a Lenovo Legion 5 Pro (laptop) with GPU: RTX 3070, CPU: AMD Ryzen 7 5800H, RAM: Stock 2x8GB at 3200MHz, running Windows 10 Pro Version 22H2. The latest BIOS from Lenovo Vantage is installed. I've experienced this problem for about a week, but no solution has been found. In MSI Afterburner the values are fluctuating and causing my FPS to drop. I've attempted various fixes—used DDU, changed drivers—but nothing helped. My FB Usage and Memory Clock spikes frequently, temperatures stay low (usually below 90°C), and GPU usage remains stable during spikes. On newer drivers it's less intense, but with older ones it was constant. This issue appears in Rainbow Six: Siege, Battlefield 4, and Teardown. Notably, my laptop is six months old; I've been using conservation and quiet modes. Here’s a screenshot from MSI Afterburner showing the spikes in FB Usage and memory clock.

You mention maintaining temperatures below 90°C, but if your laptop cards share the same temperature cap as desktops, throttling begins around 83°C. Notice clock speeds decline near the 1°C threshold and then rise when conditions improve. Consider adjusting GPU voltage or lowering power constraints to help manage temperatures.

Apologies for the missed reply. It seems the temperature issue was resolved by re-pasting and clearing dust from the laptop. Thank you for your response! Now everything runs smoothly with temperatures near 70.
