In most situations the system you're sending data to—like a cloud platform or a local SMB server/NAS—will try to pick up where it stopped and continue uploading. If it fails, it will either ask you to re-upload manually or restart the upload process automatically.
many will continue if the resume file works. certain systems attempt to fetch the final few bytes of information and check them against stored copies; when they match, they'll restart the download. if not identical, they begin anew. some tools, such as BitTorrent, send data in pieces and verify each one using a checksum, re-sending any that don't align.
